Among the society of Coastal East North Sumatera, sea is the place in getting their needs so that their lives are blessed by Allah SWT the Creator of the universe and the people who live in it. Sea in  their daily lives is their direction for hope. Therefor norms and values are obliged to be obeyed so there will be no hostile among people. The problem in this article is to expose norms and values in local wisdom, tha is oral literature of the sea among Malay society who live in east coastal territory North Sumatera, Indonesia. This territory isvulnerable struck by tsunami, flood, waterspout and pasang padani. The purpose of this article is to show factors which cause disaster, that is lack of awareness in maintaining the relationship proportionally with the environment because of the norms and the values in oral tradition of the sea is not being obeyed in leading the attitude not to damage the environment and its habitats.Discussions uses descriptive qualitative method with antropho-literature and literature reception. Result shows that norms and values in oral litertiure of the sea Malay society in east coastal territory have tight relation with the attitude of the society because it is related with their beliefs in Islam
